Group Sign-Off vs. native Jira approvals
Jira Service Management includes approvals, and for many teams they are enough. This page lays out what native approvals cover and what Group Sign-Off adds for teams whose sign-offs have to hold up to auditors and regulators.
| Capability | Native Jira / JSM | Group Sign-Off |
|---|---|---|
| Approve / decline on a workflow transition | ✓ | ✓ |
| Multiple, sequential approval steps | ✓ e.g. manager, then finance | ✓ |
| Require a number of approvers (quorum) | basic a fixed count | ✓M-of-N plus boolean rules, e.g. (boss OR rep) AND owner |
| Works on Jira Software & Work Management, not only Service Management | –approvals are a JSM feature | ✓ |
| Conditional approver rules by issue field, frozen on the first vote | – | ✓ |
| A reason is required on every decline | – | ✓ |
| E-signature re-authentication (password to confirm a decision) | – | ✓for GxP / FDA 21 CFR Part 11-adjacent processes |
| Delegation when an approver is unavailable | – | ✓ |
| Complete, timestamped decision history | basic recorded on the work item | ✓who, when, and the decision, reflected in Jira's issue history |

What Group Sign-Off adds
E-signature re-authentication. Approvers can be required to re-enter their password to confirm a decision — the control regulated teams working to GxP or FDA 21 CFR Part 11 expectations look for, and one that native approvals don't provide.
Conditional rules that freeze on the first vote. The required approvers can vary per issue by component, priority, or any field. Once the first person votes, the rule freezes, so in-flight decisions can't be retroactively changed.
A reason on every decline, and delegation. A rejection is refused until the approver enters a reason, and a pending approval can be delegated when someone is out — without breaking the record.
Beyond Service Management. Native approvals are a Jira Service Management feature. Group Sign-Off works across Jira — Software and Work Management too — on Cloud and Data Center.
